Russian Defense Ministry official General Nikolai Uvarov claimed that Russia was not expecting a Georgian attack and earlier on 7 August Russian peacekeeping forces in South Ossetia was supplied with fuel and products; however, he asserted he didn't know anything about Colonel Kazachenko. Georgia called into question this Russian assertion. Instead, Georgia argued that movements of the Russian peacekeeping battalion could take place only during daytime. The rotation required at least a month of advance warning according to a mutual agreement of 2004. According to Uvarov, the first Russian combat unit (the 135th Regiment) was ordered after the Georgian attack to pass through the Roki Tunnel around dawn on 8 August and they entered South Ossetia by 14:30 on August 8; however, the Russian battalion managed to arrive in Tskhinvali only the next evening. === Light-responsive nanogels === Light-responsive nanogels can be triggered to release their cargo with exposure to light at a certain wavelength. These nanogels are synthesized to contain specific acrylic or coumarin-based bonds that cleave during a photoreaction. With the tunability of the wavelength of light, energy, and time of irradiation, light-responsive nanogels can be triggered to degrade with an increased control over crosslinking density. For example, both the swelling and size of light-responsive nanogels with vinyl groups were found to decrease and produce a sustained release of drugs after irradiation with UV light.

During the period between 2010 and 2012 a four-fold increase in the levels of inappropriately discarded injecting equipment was documented for the two suburbs. In the local government area the City of Yarra, of which Richmond and Abbotsford are parts of, 1550 syringes were collected each month from public syringe disposal bins in 2012. Furthermore, ambulance callouts for heroin overdoses were 1.5 times higher than for other Melbourne areas in the period between 2011 and 2012 (a total of 336 overdoses), and drug-related arrests in North Richmond were also three times higher than the state average. The Burnet Institute's researchers interviewed health workers, residents and local traders, in addition to observing the drug scene in the most frequented North Richmond public injecting locations.
